Glowing neon effect - example
To create the neon ring (or eclipse) as shown above, please follow these steps (sizes and colours can vary, depending on your taste):

• Create a new layer (Ctrl + N), 100 * 100 pixels, and paint if fully to black.

• Choose a default 75px round brush, and make a "stamp" in the middle with a green colour - we used #47B20C.

• Create a new layer (Shift+Ctrl + N) and duplicate the stamp.

• Go to Layer > Layer Styles.

• In the "Drop shadow" section, choose: Structure Blend Mode: "Multiply", Capacity: 50%, Distance 14 px, Spread 0 px, Size 14 px. Contour "Linear", anti-aliased, Noise: 0 .

• Go to "Inner Shadow" tab, and choose: Blend Mode: "Multiply", Opacity 50%, Angle 120, Distance 28 px, Choke 20 px, Size 28 px. Contour Linear, anti aliased.

• Go to "Outer Glow", make the colour #94FD01 and with Blend Mode "Screen" and Opacity 75%, choose "Spread" 15 px, and "Size" 8 px.

• Go to "Bevel and Emboss" tab, and set these parameters: Structure style: Stroke Emboss; Technique: Smooth, Depth 610%, Direction - up, Size 8 px, Soften 0 px. Shading - Angle 120 / 70, Gloss Contour "Linear", anti aliased. Highlight mode "Screen" (white, #ffffff) Opacity 100%. Shadow mode "Hard light" (black, #000000) Opacity: 24%.
• Go to Contour and choose element "Half round"; anti aliased; Range 60%.

• And now, most important. Go to "Stroke" and set Structure Size to 17 px, Position: Inside, Blend mode: normal; Opacity: 100%. Fill type Gradient (you need to create the exact gradient position as shown • HERE • Between the colours #0F792B and #95FD00. Style "Shape Burst", Angle 90%, Scale 100% and "align with layer".

• That is it. Click "OK", and you should have the same glowing neon eclipse as we have here.
